Finger Print Bureau

Haryana State Finger Prints Bureau started its function independently with effect from  0I. 10 .74 under the  aegis of CID. The Finger Print Bureau was established during the year 1972 and SI-6, ASI-5 and Constable-2 were sanctioned vide Government letter No. 2102-54-11-72 dated  21-3-1972 and started functioning during 1974. In the year 1976 the post of Inspector/ Incharge, Finger Print Bureau was upgraded to the post of Director/ Dy. Supdt. Of Police , Finger Print Bureau, Haryana . Further forty seven more posts in different ranks were sanctioned subsequently for Computer Centre, Scene of Crime and Photo Section in Finger Print Bureau. Moreso,  11 posts of Single Digit Clerks from existed districts were also diverted and merged in Finger Print Bureau.  When Finger Print bureau came into existence there were Seven districts and One Range i.e. Ambala and now there are 22 districts and 4 ranges  with commissionrate at Gurgaon.  Now it is a wing of State Crime Record Bureau Haryana since 1987. There are eight branches in the bureau, which co-coordinately  do their work.  It is well established  with latest equipments. The vital role which the finger print system of identification plays in the detection and prevention of crime can not be over estimated, for, finger prints provide the most certain an  unanswerable  evidence.

 

Functions of FPB 

  • Lifting of Chance Finger Prints, if any, matching of Latent  Chance Prints with the available Finger Prints  and Scene of Crime Collection in FPB.

  • Matching of Disputed Prints with the Admitted Prints in documents    received from  Police Agencies and Courts in the State.

  • Training to the officials of Himachal Pradesh for appearing Finger Print Expert Examination held at CFPB, New Delhi in the Year 2006.

  • Adequate training for one month duration is being imparted to the Basic Finger Print Proficient of the various district in the State.

  • Refresher course is also conducted at this Bureau for one month duration is being imparted to the Basic Finger Print Proficient of the various district in the State.

  • Training to IOs of the State how to take proper and clear Finger Prints of the suspects during investigation of the case.

  • Training for other visitors from Universities, Academies and Judicial authorities.

  • To receive Finger Print (Records ) Slips from various districts in the state for record of this Bureau as well as to submit to other Bureaux.

  • To check whether Finger Print (Records) Slips are recorded properly and as per provision laid in 25.1 FPBM.

  •  Return the defective Finger Print (Records ) Slips to the concerned district for submission fresh slips.

Single Digit Section

  •  To prepare single cards of the criminals at this Bureau.

  •  To compare the latent chance finger prints from the data bank of single digit record.

Scene of Crime Section  

Four teams of Finger Print Experts are posted at Range level i.e Gurgaon, Rohtak, Pipli  Kurukshetra and  Hisar  They examine   Scene of Crime  and locate chance finger prints left there by the culprits. After lifting and taking the photographs of chance prints these are sent to Finger prints Bureau Madhuban for comparison.

CRIME SCENE VISITED

During the period Experts from this Bureau as well as posted at range Level visited Scene of Crime in 1266 cases.  Out of which in 365 cases chance prints were found.  After examination reports were sent to the concerned Distt. Authority/I.O. of the case for further necessary action.

 

FACTS   Section

  • Hardware: FCATS version4 was installed in this Bureau on 26-03-2002 by CMC Hyderabad. It is an Advance Automatic Finger Print Identification System. Govt. of Haryana has spent Rs. 86,78,726/- on this project. It has the following configuration:-

  • The server capacity is of one lac only. We have computerized 95065 Finger Print (Records) Slips so far.

  • We have to spent Rs. 7,75,000/- per year for its AMC.

TRAINING - Our Initiative

109 POLICE PERSONNEL WERE TRAINED IN DEVELOPING, LIFTING & PHOTOGRAPHY W.E.F.    18-08-08 TO  30-09-08.

112 POLICE PERSONNEL WERE TRAINED IN SCIENTIFIC INVESTIGATION OF SCENE OF CRIME (INTEGRATED COURSE ON HANDLING FINGER PRINTS & PHYSICAL EVIDENCES AND PHOTOGRAPHY).   

66 POLICE PERSONNEL WERE TRAINED IN LIVE-SCANNER.

BEST ACHIEVEMENTS of Finger Prints Haryana

Four officials of this Bureau have obtained 1st Position in All India Finger Print Expert Examination conducted by MHA GOI.  It is honor to the State that First lady of the SCRB namely Smt. Neelam stood Ist  in the year 2007.  Names of the officials who got this esteem is given below year wise.

MODERNIZATION OF FPB

i)          Up gradation of Data Bank of Finger Prints

    Data Bank will be upgraded/updated by including fingerprints of 10 thousand active criminals, for which we have already written to Distt. SSP, for sending list of 40 criminals per police station.

ii)         Up gradation of existing AFIS:

            The capacity of existing AFIS is to store only one lac  data.  Internet cannot connect more over it to field units. Hence up gradation has been planned for which Central Government has sanctioned Rs. 98 Lacs in the current year.  Once the machine is upgraded, it will be able to store 2 lacs of fingerprints.

Live Scanner:  We are about to procure 23 Live Scanner, which will be distributed, to all Districts one each.  In order to check activities of criminals and Anti Social elements, we need 20 Live Scanner immediately for Government Railway Police.  One Live Scanner costs around 2 lacs and as such total expenditure will be Rs. 40 Lacs.

C.Purchase of New AFIS (Automatic Finger Print Identification System) : The present equipment with us is out dated and as such needs to be replaced immediately.  We have to purchase new AFIS, which will cost around 3 to 4 corer, and the proposal will be sent in the next finical year.

Connectivity of Live Scanner:  Live scanner will be connected to through telephones or through WAN.  This will cost around Rs. 2 lakhs.

E.Good Quality NIKON Cameras.  In order to take photographs of finger prints found at the Scene of Crime, one Camera NIKON F. 70/35 SLR still Camera with Macro Lens and Sony Cyber-shot DSC HZ Digital still camera is need at each District.  At present we have got 9 cameras, which are being used by our experts, and 20 more are required. Cost of one camera is around Rs. 50,000/- and as such total expenditure will be Rs. 10 lakhs.

F. Laptop: In order to make portrait of criminals, we have recently purchased one colour portrait Software namely ‘Pahchan Pro’ and needs to be given all Districts in Haryana including GRP for which Laptop are required.  Hence 25 Laptops are to be purchased.  Cost of such one laptop is around Rs. 40,000/- and total expenditure will be Rs. 10 Lacs.
